Projects - Utility Infrastructure
Historically, working with utility providers has been one of the cornerstones of YEI Engineers. We have expertise in substations design, utility distribution system upgrades, emergency generators installations, transformers, uninterruptible power supply and cabling and raceways.

Clients have included: the San Francisco Public Utilities Commission, Pacific Gas and Electric, Purissima Hills Water District, Wellhead Electric Company and the Alameda County Flood Control and Water Conservation District.
University of California, Berkeley (UCB)
For the past 25 years, YEI has been awarded Prime Consultant Contracts for most of the UC Berkeley campus' electrical power system upgrade and improvement projects. Worked closely with Facilities Management and Utility Staff to define and recommend utility electrical system upgrades to provide reliable electrical power to campus existing buildings and future facilities. To date, YEI has successfully completed numerous small and large electrical improvement projects with a construction cost range of $1M to 15M. Projects included Hill Area Substation, Switching Station No. 3, 5 and 6, Phase 1, 2 and 3 Campus Electrical Distribution Conversion (2.3 to 12kV), Sproul Hall Telecommunication Upgrades, and Strawberry Canyon Feeder Replacement.
San Francisco Public Utilities Commission (SFPUC)
YEI Engineers has been involved with the SFPUC projects for over 20years. Projects included upgrading and improving electrical or mechanical systems at the Hunters Point Shipyard, Crystal Springs and San Andreas Plant's System Upgrade Outlet Structures, Pier 29 Electrical Switchgear Replacement, Pier 45 Drainage Improvements, and the Wastewater Plant's Lighting Survey and Electrical Systems assessment.
Pacific Gas and Electric (PG&E)
YEI has completed numerous PG&E projects. Projects include the Mirabel Replacement Substation, Chico "A" Substation and Wood Acre Replacement CB 1102 project. As part of the Chico project, YEI replaced the oil breaker and associated switches, upgraded meters, relay panels and installed a new cable trench for the substation.
Purissima Hills Water District
This open-end contract included the Deer Creek Substation and additional standby generator. YEI developed the construction bid documents and provided permit application assistance, bid assistance, and construction services for the design and installation of a 400kW, 480V standby diesel generator.
Wellhead Electric Company, Inc. - El Cajon Energy Center
YEI provided engineering services for the El Cajon Energy Center and provided electrical and mechanical engineering design services for the 71MW peak shaving power plant. This 71MW plant is connected to San Diego Gas and Electric's 69kV system. The electrical system design included the main substation, plant service auxiliary transformer, generator breaker control, turbine generator package, balance of plant package, all connections, cabling and raceways.
Alameda County Flood Control and Water Conservation District
Upon completion of a successful study that explored replacement options of the 35 year old Eden Landing natural gas engines, YEI Engineers designed the replacement system that operates the discharge pumps efficiently.
Naval Air Station at Ault Field, Whidbey Island, Washington
YEI was responsible for preparing construction bid documents to correct the highest priority deficiencies and for electrical distribution improvements. The design included redistribution of feeder loads, converting overhead to underground system, replacement of building transformers and service panels, installation of new manholes and cables, demolition of antiquated 2.4kV substation, coordinating with Puget Sound Energy at 115kV Navy Substation.
City of San Jose / Water Pollution Control Plant
YEI completed several key projects for the City of San Jose. Projects included 1) comprehensive electrical study of existing electrical power distribution system that included master plan and over $50M of capital improvement projects; 2) construction documents for replacing 4.16kV Filtration Influent Pumps; installing 115kV reactors; replacing 115kV circuit switchers; replacing MCC at various plant locations; installing 500kW black start generator for Pump Engine building; 3) Arc-flash study.
Western and Southwest Division, Naval Facilities Engineering Command
YEI was Prime Consultant and awarded contract to prepare comprehensive utilities technical studies (UTS) for Navy military bases. The study consists of documentation of existing utilities (electrical power, communication, domestic and potable water, natural gas, fuel system, and sanitary sewer). Identified utility system deficiencies, analysis and provided recommendation for utility capacity improvements to meet the short and long term Base Master Plan. YEI successfully completed UTS for Navy Bases at Lemoore, Moffett Field, Hunters Point Annex, Point Mugu, China Lake, Whidbey Island and Naval Post Graduate School.
PG&E Cantua-Enlil and Giffen-Walker Solar Stations
YEI provided electrical design and engineering services for two utility grade solar generation plants located in Central California. One plant was rated 20MW, another was rated 10MW. The design includes layout of solar panel arrays, combiners, inverter stations, utility joint trench, 15kV switchgear, communication enclosure and related auxiliaries for a fully functional solar generation plant. Short circuit, relay coordination, voltage drop and arc flash analysis were provided for the Plant’s electrical system.
